The headline is rather a distortion, IMO. It appears to me that the focus is one of economic justice and population stimulation (Italy is in a drastic population decline). Phrasing it like the headline stigmatizes recipients by suggesting that they otherwise would have aborted. That's an ugly insult.

Across Europe there are drastically low fertility rates. This is just one thing being tried to address the problem.
