Not a surprise. Lower the legal price too much and you encourage more users, undermining the claim legalising it wouldn’t encourage more users. And the governments would lose tax revenues after making lofty claims of governments flushed with cash and social programs would be improved and expanded. The whole recreational legalization campaign is built on lies and exaggerated claims.
And shouldn’t water scarce California focus on allocating that precious resource on essentials like food and not on people who want to get stoned?
