Question is:
The other Catholic Rites in communion with the Pope, why are they not Roman Catholic (simply asking)?
Is the difference mainly on Liturgy and stuff?
Or is there more? If so, are the other reasons problematic?

Usually and other “cultural” matters of form - not substance.

No. Any problematic reasons would remove them from communion with the Catholic Church.
