Preists with ordinary powers?

How can someone who is not a bishop such as a vicar general have ordinary powers?

I confess, I am not clear on which powers are specific to the ordinary and which powers may be exercised by other offices, but Canon Law does make allowances for a See which may be either *Impeded *or *Vacant *(412-430). Perhaps you may find the answer there?
