Ah, that I don't know. My guess would be no, although it would not shock me if they did it anyway in the face of an official blind eye. There would still be no special propers, though; just like if your parish is St. Obscurius', you get to celebrate his feast day, but you don't get to make up propers and pretend they are in the Roman Missal. Sometimes there are propers approved only for one country printed in a supplementary section at the back of the Missal, but this appears never to have been done with Philomena.
