I’m asking this question for someone else and don’t know where to find out… I’m wondering if the feast of the Beheading of St John the Baptist is obligatory for you in terms of going to Divine Liturgy?

We don’t really use the word “obligatory.” You certainly should go to church on feast days if at all possible.

Is it a sin if you don’t?

In the sense of breaking a rule, no. In the sense of falling short of the ideal, yes.
