Rules and Constitutions, Liturgical?

Since liturgies are the total services of the Church, which include the canonical orders, can the rules and constitutions of those orders in the broader sense be considered liturgical
as well?.

The reason why I ask is that the new Franciscan rule and constitution was coincidentally re written during the same relative era of Vatican II, so I was wondering if this was a scheduled treatment along with all the remaining areas to see change.
