My understanding was that the SEC was going to ban naked short selling:

I can’t get to your proprietary link to read what your article says. Naked short selling is selling short WITHOUT first borrowing the shares to sell. There is a difference.

Many of us that trade believe that the SEC should re-institute the uptick rule for short sales:
