The article relates they are going to set up different security measures for Seminarians who might go into rural areas. This really shows how Mexico has changed, in the past, the Seminarians might go into the rural country areas to help the poor and I’m sure were relatively safe. Now, there are dangerous elements in many parts of the country such as in the North where this happened. Sounds like the Seminary where he came from indeed was in the City of Chihuahua.
