The Social doctrine of the Catholic Church begins to be laid out distinctively by Pope Leo XIII in his encyclical Inscrutabili, (1878). Many modern popes like John Paul II will take the opportunity to issue their own encyclical on social issues on the anniversary of another popes encyclical. An example would be Pope Leo XIII, Rerum Novarum issued in 1891, and Pope John Paul II Centesimus Annus in 1991.
