The book of the precepts of God

In The Book of Baruch, Chapter 4 Verse 1 states:

She is the book of the precepts of God, the law that endures forever,
How is she "the book of the precepts of God"?

I think there’s two things it probably means.

First, the more simple meaning: “Wisdom is the Word of God.”

Second, I think by “book” the author is thinking of the scroll of the Law, so that the resulting meaning is, the Law of the Lord (the Book of the Precepts of God) has the fullness of Wisdom inside it.
