What is the reform of the reform mean as far as Vatican II goes? What’s meant by that?

It refers to the idea that many changes undertaken after Vatican II were not called for and went too far, and so efforts are being made to swing the pendulum back a bit (not completely, but more in line with what the council intended).

Examples:
More use of Latin at Mass
Restoring Gregorian Chant to a “special place of prominence” as required by the council
A crackdown on liturgical abuses
The option of saying the Mass ad orientum (facing the same direction as the people, not toward them).
Emphasizing that receiving Communion on the tongue kneeling is still a permissable option.
