I thought the RNC chair was an elected party position. I seem to remember there being multiple rounds of voting before Michael Steel was elected circa 2009. Is this only when the president is not a Republican?

The chairman is elected by the entire national committee, but they normally go along with the President’s choice when there is a President of that party.
