Trying to find a quote (possibly Chesterton)

There was a quote I came across a while back which I don’t recall exactly but the gist of it is what stuck with me. I think it may be from Chesterton, or possible FJ Sheen or maybe someone else.
It was regarding those who judge the Church by those individuals in it who do bad - paraphrasing: “you don’t judge the effectiveness of a medication by those who don’t take it as prescribed”.

Does anyone know the quote I’m thinking of? Any help would be appreciated.

That is a good quote. It sounds more like something Sheen would say, but as I have never heard it before now I cannot be of help.
I hope someone can identify who said it.

“The Church is a hospital for sinners, not a museum for saints. Don’t judge the effectiveness of the cure by those who refuse to take their medicine.”
