What is the difference between 3rd order and Secular Fraternity?

In researching 3rd orders I encountered the idea of a secular fraternity. Is this more of a lay faith group in contrast to 3rd orders which are lay vocations? Where would I find information about forming one of these groups?

Several third orders are identifying themselves as secular. The Secular Franciscans and the Secular Carmelites are third orders. The Dominican Third Order identifies itself as the Domincan Laity. Third Order works better–simply because it is known as that in history.

If the new names worked all that well, you wouldn’t be asking this question.
