Who can give a blessing with Holy Water?

Last night my wife and I went to a frinds house and there were many couples there and we did some prayers and meditiations However, one of the husbands got up, read a blessing, took a fig leaf, dipped it into water from Fatima, and blessed us. Can he do that? Does he have authority? I thought only a priest can give a blessing with Holy Water? My wife and I were a litlle uncomfortable with this and we thought he went a liitle to far.

Any thougts out there?

It depends on what prayer of blessing he used. There are several intended for use by the laity (including the choice of blessings at the end of LOTH). These ask God to bless all those assembled. In the blessings reserved for the ordained the minister himself blesses.
