Why does this say God will bring evil?

2 Chronicles 34:28
it is my understanding that God is not evil nor can do evil. Why does bible verse mention God will bring evil?

In this sense the word "evil’ is a figure of speech. Great catastrophe is about to strike the Israelites but God is postponing the coming catastrophe because of the righteousness of the king. The coming catastrophe was because the Israelites had abandoned the covenant and thus no longer were eligible for God’s blessings/protections.

Experiencing a catastrophe is certainly considered an evil by those who are experiencing it. However, in a technical sense it can be seen as either justice (Ez 18:26) or a natural consequence of certain actions (Deut 30:15).
