My choice: Mrs. Emma Peel in the TV series The Avengers. Witty, clever “talented amateur” and a model for all that came after.

And I agree about Emma Peel. Actually, the great Kathy Gale, played by Honor Blackman, came before Emma, and I actually think she’s tougher! But she didn’t wear black leather “cat suits.”

Grace Jones! especially in the 2nd Conan movie.

And speaking of the Conan movies–I loved the character of Valeria, played by Sandahl Bergman. So tough and tender.
